OU president hopes Legislature looks at ed funding

OKLAHOMA CITY (AP) ? University of Oklahoma President David Boren said Friday he hopes state lawmakers will focus on funding both for higher education and public schools during the coming legislative session in an effort to keep down the cost of tuition and fees.

"We're hoping this may be the year of education at the state Capitol," Boren told the OU Board of Regents during the regents' meeting in Oklahoma City.

Boren said OU has seen a $125 million decrease in state funding since 2009 as the state has dealt with the effects of a national recession. He said public education has experienced a $200 million reduction during the same time frame.

"My hope is that we'll get about halfway back to where we were in 2009," Boren told The Associated Press following the meeting. He said any potential increase in tuition and fees, which rose 3 percent for the current academic year, are dependent on state funding.

Tuition and fees for in-state OU students are currently $8,705.50 a year, while out-of-state students pay $20,342.50. The tuition and fee schedule was approved in June, weeks after the Legislature adjourned.

"You can just sort of track it, as state funding goes down, they (tuition and fees) go up," he said.

Boren said state funding currently covers about 14 percent of the OU budget, which he said is currently about $1.6 billion for the systems three campuses, down from about 32 percent when he became president in November 1994. He said earnings from research projects and private donations have helped balance the university's budget.

The official request for funding for the university will come through the higher education budget put forth by the Oklahoma State Regents for Higher Education, which in November voted to ask lawmakers for almost $1.05 billion dollars for the 2014 fiscal year. The amount is a 9.47 percent increase, about $90.4 million, over the current state expenditures, according to spokesman Ben Hardcastle.

"Maybe we can't get all the way back in one year," Boren said, and any tuition increase "depends on what happens in the Legislature," in regard to funding for higher education, he said.

Should US export natural gas? Study for DOE fuels fiery debate.

According to the study, global market conditions are not yet ripe for US natural gas exports, but when they are, the exports would benefit the economy. A key issue is how that benefit is shared.

One of the key energy battles of the next decade is emerging now: what to do with the new natural gas geyser now whooshing onto the?domestic?US?energy market. Keep it at home, or export a big part overseas?

It's hardly an academic question. Companies are?lining up for federal permits to build at least nine liquefied natural gas (LNG) facilities that would allow that US energy?resource?to be shipped overseas. Opposing them are environmentalists, members of Congress,?and some industry groups?worried it will mean higher energy costs for US consumers and manufacturers?and potentially the loss of some jobs.

Debate over the issue popped up briefly in Congress this year, but was swamped?by?a deluge of other election issues. Even though energy policy was a centerpiece of both presidential campaigns, neither Mitt Romney nor President Obama ever unpacked for the public the potentially explosive LNG export issue.

Is it wise to sell the US gas surplus abroad if it ends up hiking energy prices at home? Which sectors of the economy would be winners ? or losers? What would be the impact on domestic energy prices and the economy overall?

Answers to those questions are now emerging. According to a much-anticipated new study commissioned by the US Department of Energy?and released late Wednesday, the US would get a net overall positive economic boost from exporting a big fraction of its domestic natural gas resources to Asia and other energy-hungry global markets. But that?s only if global market conditions make such exports feasible, which is not currently the case, according to the study.

The study for the DOE, by the NERA Economic Consulting of Washington, said the US economy would benefit under all future scenarios in which exports are envisioned. The Energy Department says, meanwhile, it will evaluate the study along with other information.

"Across all these scenarios, the U.S. was projected to gain net economic benefits from allowing LNG exports. Moreover, for every one of the market scenarios examined, net economic benefits increased as the level of LNG exports increased,? the study found. ?In particular, scenarios with unlimited exports always had higher net economic benefits than corresponding cases with limited exports."

But while the study projects $47 billion in increased economic activity by 2020, it also goes on to detail that this largesse will not be doled out equally, saying there would be "winners and losers."

"Different socioeconomic groups depend on different sources of income, though through retirement savings an increasingly large number of workers share in the benefits of?higher income to natural resource companies whose shares they own," the study found. "Nevertheless, impacts will not be positive for all groups in the economy. Households with income solely from wages or government transfers, in particular, might not participate in these benefits."

Even so, overall "net benefits" from such exports to the economy overcame ?the losses from reduced capital and wage income to US consumers," it found. "LNG exports have net economic benefits in spite of higher domestic natural gas prices,? the firm concluded.

A look at the dead-whale-on-a-beach dilemma

After a dead whale washed up on a beach in Malibu, Calif., near Bob Dylan's home it wasn't long before a foul smell was blowin' in the wind and residents were demanding answers. Although dead whales don't often arrive in wealthy neighborhoods, they do come ashore on beaches across the country fairly frequently. Getting rid of them is often not easy.

WHO IS RESPONSIBLE FOR GETTING RID OF A DEAD WHALE?

In this case there is disagreement, because the 41-foot mammal ended up on a private beach. Malibu officials say they aren't sure who should haul it away. The Los Angeles County Department of Beaches and Harbors says it isn't responsible because the whale is on private property, meaning it's up to the owners to get rid of it.

CAN LOS ANGELES COUNTY LIFEGUARDS HAUL IT AWAY?

Maybe, but that agency says it may big too big for one of its Baywatch boats to handle. They say it could require a tugboat like those used to guide giant ships in and out of ocean harbors. The lifeguards have indicated they'll try when the tide is right.

WHY DO WHALES WASH UP ON BEACHES?

Experts say some simply die of natural causes. Others become ill. Some seem to have gotten confused and lost their way. This one, a young fin whale, appears to have been hit by a ship because its spine was damaged and its back contained a large gash. A 47-foot whale found dead on a beach at the Point Reyes National Seashore suffered a similar fate in June.

HOW DO AUTHORITIES DISPOSE OF A DEAD WHALE?

Experts recommend either using a boat big enough to haul it away at high tide or burying it in the sand. The first option requires dragging it far enough so that it won't float back. The second requires large, expensive digging equipment. Sometimes, if the whale ends up on a deserted beach and not anywhere near a wealthy neighborhood, authorities can just leave it there for nature to take its course. That's what they did with a 30-foot gray whale that washed up on a beach near San Simeon last April.

HOW AUTHORITIES SHOULDN'T DISPOSE OF A DEAD WHALE:

By blowing it up. They tried that on a 41-foot sperm whale that washed up on a beach in Florence, Ore., in 1970. The blast rained blubber down on spectators a quarter mile away, including one chunk so large it crushed a car. The effort did result in a dramatic video that can be found on YouTube, however.

Giant leap for spiders: 'Nefertiti' dies on Earth after 100 days on ISS ...

Published: 05 December, 2012, 15:42

Nefertiti the jumping spider traveled into space and returned to Earth after 100 days in orbit. The first such arachnid to do so, she seemingly couldn?t handle the fame, dying after just four days on display at Washington, DC?s Smithsonian museum.

"); $(".tail_text").show(500); return false; }

?Nefertiti was chosen for the once-in-a-lifetime trip to space after winning the chance through a YouTube competition. The contest asked 14- to 18-year-olds to send in their ideas for experiments to be performed on the International Space Station (ISS).

Amr Mohamed, the 18-year-old winner from Alexandria, Egypt, proposed that the Johnson Jumper (Phidippus johnsoni) spider would have difficulty catching fruit flies in space.

But after spending 100 days on the ISS, Nefertiti ? named after an Egyptian queen ? showed that it was capable of adapting to zero-gravity and successfully caught its prey.

She even developed a new technique to cope with the antigravity ? sidling up to her prey rather than jumping on it.

But upon returning to earth, it did take her a few days to adapt to gravity. And after just four days at the Smithsonian Natural History Museum in Washington, DC, she died of natural causes.

"The unexpected loss of this special animal that inspired so many imaginations will be felt throughout the museum community. The body of Nefertiti will be added to the museum's collection of specimens where she will continue to contribute to our understanding of spiders,? Kelly Carnes of the Smithsonian told the LA Times.

Nefertiti?s traveling companion Cleopatra, a zebra spider, wasn?t as lucky, dying shortly after touchdown.

Jumping spiders live to be about a year old, and female spiders were chosen since their male counterparts usually no longer eat when fully grown.

Nefertiti was 10 months old at the time of her death, which led many to believe she was reaching her expiration date anyway.

The Smithsonian already has Arabella and Anita, the first spiders to spin webs in space back in 1973. However, the pair never made it back to Earth, dying on the first US space station, Skylab.

New video bills from AT&T aim to explain

9 hrs.

Wireless carrier AT&T has added a video primer to help explain customers' bills. Each video offers an overview of an account holder's bill, includes multiple mentions of the person's name and is set to a catchy tune, which may ease the shock of a unexpectedly high bill.

The video includes the amount owed, the previous amount paid and the due date for the next payment. In addition, the video breaks out recurring charges such as data fees and one-time charges such as late fees and service changes. It ends with an option to enroll in an automatic payment plan.

AT&T said in a blog post that it's the first?wireless carrier?in the U.S. to offer video bills. The video is in addition ? not a replacement ? to online statements.?

AT&T said it launched a test of the new format to several thousand wireless customers in the Mountain Time Zone and 85 percent of customers said they found the video bill helpful. The company also said the video bills resulted in fewer bill-related calls from customers.

By early 2013, AT&T plans to roll out video bills to all new customers and those that have changed or upgraded their service.
